A: The defaults for Dgn to Dwg are to translate only the levels on in view 1. You can select others views, all levels, or pick the specific levels to translate.
The defaults for Dwg to Dgn are to skip off and frozen layers. You can chose to translate these also.
Sometimes missing levels can actually be missing reference files or xrefs. You would need to get these from your client.
